Unless someone is a legitimate breeder (no, I do not mean BYB's or puppy mills), there is no earthly reason for a dog not to be spayed or neutered.  Well, that is true ... unless you happen to be one of those people who don't care about the thousands of mixed breed puppies born each year who end up in pounds, shelters or garbage dumps.
