[Dailydrool] Non-Walking Basset

I am desparately looking for an answer to my basset problem. I've got two hounds from BROOD; one male(4 yrs old), one female (3 yrs old). We walk them several times daily. The past month our female has  been walking about half a block and then just laying down. Our vet checked her for arthritis (she does have a little creakiness in her front left leg), so he put her on Metacam for a month. No improvement.  SHe just lays down and won't get up when we walk her. The vet then did some blood work which all came back normal. We now have her on thyroid meds hoping to eliminate an under active thyroid. No improvement yet. She's only been on this med. for a week now. Oh, she also drags her front leg that's creaky. Her nails are worn down on that leg. At this point, we're not sure if anything is physically wrong with her or is it just behavioral.
Any thoughts on that from you all?  Any help would be great.
SHe's a small basset. We believe she is probably a puppy mill hound that BROOD got when she was 6 months old.
