[Dailydrool] What to Do?

This is not Basset related but, I'm wondering what to do about my neighbors.  We live in the city so our houses are within a 15 foot easment. My neighbors are friendly enough, but do not socialize at all.  They have never planted a single plant, tree or lawn since they moved in 8 years ago.  Last year they brought a Beagle puppy home. She is starved for attention, they have two young daughters and occaisionally the girls will come out and play with her for about 20 minutes. Both the parents work and the girls go to school and then day care afterwards.  They have left the dog outside during 3 ice storms we have had, gone away for the weekend without anyone coming to care for her, their back yard is lower than ours and when it rains it completely floods leaving no ground for the dog to walk on. The only shelter she has is a plastic crate on the 5x7 slab of concrete porch. I have seen her curled up shivering in the sun on a 28 degree day.  Now, this weekend, we noticed another
 dog in the neighbors arms.  My daughter was outside and the neighbor said, we have a new dog.  "Lady (the beagle) sheds so she doesn't come in the house. She also doesn't get along with her, (the new dog)."  We are just sick.  I feel like taking Lady and giving her to someone else or reporting them to a rescue, What can I do?   Arlene
