As a groomer I can attest that quicks will recede if you keep  trimming the 
nail back.  If you don't feel like you have a steady  enough hand to "tip" the 
nails with regular nail clippers then a dremmel  should do the trick.  If your 
dog won't accept the dremmel then I would try  a really heavy duty file or 
even some sand paper and just lightly go over  the ends of the nails every day. 
Also, I highly recommend a sharp pair of  scissor style nail clippers over the 
guillotine type.  Hope  this helps.
