I'm sorry, I should have said "one of the reasons" that there are so few
links is because new applications are being refused.

There are undoubtedly other reasons as well - perhaps some groups are not
applying, and I know that the insurance requirement was a barrier for some
groups....

But at this time, one of the reasons is that new applications are being
refused.
