Each country does have their own standard but those standards are pretty  
consistent with each other.  There is no mention of weight in the US breed  
standard, just height not to exceed 15" at the shoulders.

The Brits seem to like larger dogs and they also have large bassets in  areas 
like Southern California.
 
Also, people who still hunt basset packs will sometimes throw in some  
Harrier into their breedings to get "a little longer leg" in the field.   Probably 
why you see a difference there.
 
Showpeople tend to like more weight on a basset and performance people tend  
to trimmer dogs.
 
In the Northwest US, bassets frequently participate in show and field  events 
and many are Dual Champions, so we probably see much more uniformity than  in 
other areas where different dogs participate in field and show.
