A weight chart wouldn't help even if one exists.  There can be a weight range for certain breeds as part of their Standard.   Too much depends on bone density rather then height.   Your dog should have a waist line.  if you look down at your dog from above you should see a noticable weight.
I have bassets that weigh 52-55 lbs and I have one that weights 70.  All have a waist.  All are girls.  My Dachshunds range between 20 and 30 lbs depending on bone and sex.

As far as nails go...I have 2 bassets that pretty much sleep through nail trimming and 1 that 3 people had to hold down to get the job done.  That went on for about a year and a half.   She finally learned that it was going to get down, in fact I told her once that this was one battle she was not going to win.
Now she lays on the sofa with just my husband's arm around her.
But, nails should be come a routine.   Like every Monday is nail day.  And of course extra treats.
That way the nail is always trimmed, and it doesn't take as long to do each nail.    If you only do nails when they are really long chances are good your going to cause bleeding to get them to a decent length.
I don't think there is any dog that likes to get their nails done.  But they can learn to tolerate the procedure without too much fuss.
