[Dailydrool] noisy flat basset

HELP!  Jill the Bagel has always done the flat basset when we are
hooking up her leash to her collar to take her out.  The collar is a
martingdale and it is not too tight. These are  very noisy flat
bassets, like as if someone is killing her.  One neighbor even asked
why we were beating her; another asked the same.  Any suggestions
other than keeping her leash on her 24/7?
