Tapeworms need to infect an intermediate host before they become infective to cats and dogs.  Intermediate hosts include fleas and rodents.  The dog/cat eats the fleas when grooming or snacking on rodent remains.  Egg packets are rarely released in the feces and are not infective until they develop on the ground and infect the intermediate host.  Flash loves rabbit pellets and other pellets made by other various animals.
