We use a Dremel on Otter and Radar and have since they were teeny tiny.  
We started with a small cordless one but it proved no match for Otter's 
incredibly thick nails.  I now use a regular, corded Dremel.  I have 
found that it helps to wear leather gloves while operating the Dremel as 
I have slipped several times and taken out my own nails.  I also learned 
not to wear shorts.  It took a few layers of missing skin to learn that 
one.
