This link explains it pretty well.  It has to do with what part of the disk is damaged.  Acute damage to the spine is "better" because hopefully there is less scar tissue.  Neurologic tissue regenerates at a rate of 1mm a month.  Scar tissue in the spine doesn't regenerate at all.
