Should a buppy's ribs show?  Well, it depends on how the ribs show
and who the puppy is.  first of all, if what shows is the shape and
location of the ribcage - a nice waist when veiwed from above, clear
definition of the last rib when viewed from the side, that'ts a great and
healthy weight.  If you mean each and every rib sticks out and can be
easily seen from across the room, that's a bit thin.  BUT I am very
aware that sometimes buppies simply don't sit down long enough to gain
weight.  They burn off the calories as soon as they go in the
mouth.  My beloved Fuzzy (ATB) looked like an escapee from Dachau for
about 6 months as a youngster and he was NOT undernourished.  He got
all he could possibly want of a good quality buppy food twice a day. 
We even bought him special high calorie food and put vegetable oil on it
besides.  As long as the vet says your buppy is healthy, as long as
he eats well and has a nice shiney healthy coat, don't sweat it. 
He'll put on weight when he's good and ready.  With my boys that is
usually just AFTER the championship certificate arrives in the mail. 
This does seem to be mostly a boy problem, although our Viiolet at just
over a year will probably not even see a show ring again until she is
three by the looks of her - happy, healthy, and looks a lot like an
undernourished strand of linguini.  Be sure not to create a picky
eater by adding goodies to the food and changing brands often to find one
he likes "better".    Give him a good high
quality food, and a little oil adds a few calories as well as palatability
- and stick with it.  Sometimes you just have to wait on weight.
