Undiluted white vinegar is going to change the pH of the soil to acidic.  This can be undesirable for many vegetables and flowers growing next to the weeds. Even an insidious seeming chemical like vinegar can be toxic to ornamentals. What's wrong with pulling weeds? If you add organic matter to your soil, the soil will be improved and make it easier to pull weeds AND will give you better plants, vegetable and ornamental.  Adding organic matter also results in less need for chemical fertilizers.  In fact, use organic fertilizer if possible. 
 
An organic garden, or one where chemicals are used very minimally, makes a safer environment for pets and humans.
