[Dailydrool] Pigment change in lips

I read with interest about bassets' nose colour changing through winter and summer, and strangely enough have noticed that Morse has a pink area that has just arrived on his bottom lip. It is not sore. Is this the same kind of thing as the nose? Is it pigment change?
