This is classic FLAT BASSET. If he is in the street you have to move him
yourself.
Otherwise what I would do is get a long leash, maybe a Flexi will work, move
yourself away from him a couple of yards and wait. Turn your back. Do not
pet, talk,* or let anyone else touch, talk or pay attention to him. *Tell
approaching people please to ignore the dog completely.

You will wait a LONG time because he has learned this lesson VERY well. Now
you have to convince him that it is counterproductive. He is to be 100%
totally ignored until he moves,* if* he does. Do not offer treats as a
bribe. He has to learn that this behavior is not going to get him anything
at all. If he gets up and comes then he gets treat and a quiet Good Boy but
don't make it a major production. Revel in your success quietly. Otherwise
he will learn all he has to do to get a treat is walk two feet and go down
again.
If you are in the house when he does it, walk away and do something else. If
he has the Halti on leave it on but unclip the leash and go steam clean the
front yard or something. Do not speak to him, offer treats, pet him or
inquire if he is ok, by now you KNOW HE IS.
If he gets up and walks around same thing-- very low-key praise.

Otherwise you get to carry him, and a lot of people end up doing just that.
This is a power struggle. In power struggles between Bassets and people I
suspect the Basset wins about 95% of the time.
