Because many people see the dog as a thing.  Desired, cute, fun, convenient, entertaining... when that stops or changes, we live in a disposable society.  Just return it.  Give it back.  Let someone else deal with "it".

This is why responsible breeders are so picky about who can even get one of their dogs.  The rescues and shelters don't always have that option due to numbers in need.

What we need to support is continuing education goals for responsible pet ownership, so that people will learn what it means to be responsible for a pet for it's lifetime before they bring one into the home.
