[Dailydrool] retractable tie outs?

Does anyone use a retractable tie out for their dog?  It sounds like a great idea, but wonder if is?  I found one advertised on Foster and Smith, but it looks like the dog is getting choked in the picture.  Thoughts?  Feel free to email me directly!  Thanks!!!
