i have personally taken 2 deaf dogs (english setters)  to dog parks & they have done just fine.  both were born deaf & were trained using sign language.  our park is about 2 acres & i could call them using theitr signs & they would come better than hearing dogs.  they enjoyed running & interacting..altho i would say that as setters their focus would be more on leaves & birds at times than other the other dogs.

signs work just fine for deafies.  you can get an incredible bondn witha deaf dog.  ..altho you have to watch at times because there might be a slow uptake on some of the doggie social skills because of the lack of being able to hear the vocal chatter around them from the otehr dogs.

personally i would take a deafie in a heartbeat!  there are only 2 things a deaf dog can't do:
1.  fun off lead .
2.  hear.
