I think a lot depends on the carrier.  I had 6 young bassets covered under VPI, I think it was called, and they fought me tooth and nail for every claim.  I had to pester the Vet a lot, had to rewrite the declaration most times as it was deemed "unclear to the nature", and I finally dropped all six from coverage because when Pierre started with his allergy symptoms, they claimed his condition to be pre-existing, not covered.  
For some these policies work, but for me they did not.  I am not bashing the system, and this particular co. went through a ownership change during the course of my using them.  In the beginning they were fine, but when the new number crunchers took over, and they out sourced customer service people, if you got to speak with a person, they sucked.
That was in 2003 that I dropped them, and I doubt they would have helped with a lot of the big things that have happened since.
Jackie and the bassets, missing the beagle, but I will check about him soon.  I know where he lives, LOL.
