Eukanuba is now open to all dogs. It used to be Champions only,  
restricted to the top 20 dogs in the breed, but it's not anymore. Nor  
is Westminster restricted to Champions only, either. The top 5 dogs  
in the breed, plus the national specialty winner (if not among the  
top 5), get invitations (as has been the case in the past), but this  
coming year (2013), Westminster is moving to a new venue in Manhattan  
for breed judging, with the classes open to all dogs with at least  
one major, though there is a total entry limit of 3,200 (so once the  
limit is reached, no more dogs can be entered).
