Sad to say, this is the case in many (most) states -- a Humane Society's 
hands are tied in multiple knots. That being said, in some cases, you 
can get action by calling police or sheriff's dept. (they may or may not 
require that a Humane Society officer or Animal Control officer, if they 
have one, accompany them). If the dog is outside and can be observed, no 
warrant is needed as there is no reason to go into home. You, the 
observer, should file a complaint with police or sheriff.

I don't know where you live, but in most states, obvious animal cruelty 
(starvation, no shelter) is definitely against the law. Get a local TV 
station involved, and you'll see some action!!!
