Chris,
As I wrote in an earlier email, you took the challenge knowing full well that the money could not be used for vet bills.  IMHO, if you did not want to use the funds in other ways, why did you apply?  You wrote, " . . . the only problem is we  cannot use it for vet bills it has to be used to improve the lives of the dogs present and future but no vet bills. That is so dumb the vet bills are the only thing we need help with. We can buy dog beds, build dog houses, build runs but all of our dogs live inside and I have so many dog beds now I have three in every room but the bathroom."  

To improve the lives of the dogs present and future is dumb?   I don't agree.  And vet bills are the only thing you need help with?   Really?

Later on in your email you say, "We will build some separate areas to house newly surrendered dogs to make sure they are healthy before introducing them into the rest of the pack. We will build a grooming bathing area to keep the dogs clean, and we will improve our fence to keep the dogs safe." 

These are excellent ways to improve your rescue facilities!  Things you would otherwise not be able to do.  The lives of your current dogs and future dogs will be improved by these upgrades.  

You accepted the money from Pepsi and, like Angelika, I don't believe you should ask Pepsi to change their rules.  We should all be thankful that they allow animal rescues to apply.
