In Oregon, there is a Senate bill currently waiting for the Governor's signature.  It is Oregon Senate Bill 6.  Buried toward the end of the bill, one of the sections outlines that "An authorized representative of the enforcing agency or a law enforcement agency shall conduct an on-site investigation of the premises of any licensed animal rescue entity".  There is growing concern this bill may adversely impact many small animal rescues in Oregon.

One of the largest concerns is this bill doesn't clearly define what a "licensed animal rescue entity". With the current wording of the bill, there is the question of private foster homes having to be open to inspections by the government agencies.  Or possibly open anyone who is associated with the rescue (transporters, other volunteers) to an inspection.  

Oregon Basset Hound Rescue would be one of the rescues required to obtain a license.  We have only three foster homes at this time.  These people take in Bassets for the entire state.  We cannot afford to lose them.  

There is a petition available for people to sign but they still need several hundred more signatures.  I have signed and also called the Governor's office asking he veto SB 6 and have it re-written to include input from some of the small animal rescues in Oregon.   It has some good stuff in the bill but just needs to be made more clear on what different agencies are open to - rescues vs. shelters vs. private breeders vs others.
