Yes, a warm washrag should help soften and losen it. Then you might  
try a little eucalyptus oil on a rag for him to breathe. It really  
loosens up the sinuses. We had a little girl with a sinus infection  
and the vet tried several antibiotics.  The one that finally worked  
was Clavamox (the one in the foil packs that you have to unwrap just  
before giving)
