[Dailydrool] Bassets chewing their leg - pain or itch?

Morse has been really chewing his legs recently and I am not sure whether
it is allergies or arthritis, as he has both!  He always has fairly itchy
skin on his legs (on the insides) - and when he chews his leg (we do try to
stop him whenever possible) his little back legs kick as well.
Do other bassets do this, and is it generally itch or pain?  He isn't
limping.
Drool to all in need.
