There are other problems that make hounds hungry all the 
time. Has he been tested for cushings disease? The first 
sign his hunger and thirst, but then some develop compulsive
behavior. I had one that was excessively licking her paws 
and the doc thought it was an allergy. I had to beg him to 
test her for cushings because the preliminary blood work 
didn't indicate it. Also I've had hounds scratch and paw at 
doors and cabinets when we have thunder storms. Is that a 
possibility?
