I had the problem you are describing with my rescue Lucy (ATB). The spay, which was performed at animal control was not thorough, some tissue remained, and she provided just enough enticement to cause trouble at the dog park. My Vet diagnosed the problem  and we made a point to stay way from dog parks and other places where there might be intact males. Other than that we did not treat her. She went to the bridge early from lymphoma but I don't know if there was any connection to her hormonal abnormalities.
