This sounds like lip-fold pyoderma to me. Our Abner had a very bad case 
of it because he had very droopy lips. It smelled as if something had 
died in there. We tried all the topical solutions and eventually ended 
up on keeping him on antibiotics because it was so bad. I would 
recommend a vet visit.
