Sally, I'm so sorry that Rolph is having so many difficulties.  I think if I
was you, I would also have a hard time making the decision to send him to
the Bridge.  From my own experience, I can say that after waiting too long,
it is very  difficult to live with the memory of those sad eyes that
ultimately tell you that you should have acted sooner,  and as a result how
much your beloved hound is suffering.  Many have said, "Better to send them
a day early than a day late" and while it is impossibly hard to do, we must
for the sake of love step up and do the right thing.  For the sake of love,
you know that Rolph would stay with you forever, but it cannot be so.   Give
him some happy days of treats, and make his passing as peaceful as possible.
