Cook Cnty used to have the Vets notify them of Rabies Vax but I do not believe that they do it anymore. Mine are always up to date but it has been yrs since the Cnty has bothered me about a license.
I expect that Cook Cnty has other things to worry about, even animal control, than whether or not my dogs are licensed. It's a fair bet that 90% of the pitbulls in the county, of which there are thousands, are not registered.
I think, too, with the crackdown in the insurance industry about refusing insurance to homes with specific breeds, that there will be less and less compliance on the part of people who are otherwise totally law-abiding. I know people who have their dogs registered at the Vets as breeds that they are not-- Dobes have suddenly become Black Lab mixes, and German shepherds are Terrier mixes. Pits are just not mentioned at all. I am waiting for Belgians to go on the uninsurable list....PETA must be delighted.

MomPerson to.....well I don't have any dogs at all, just in case Animal Control reads the list.
