My understanding is that down dogs should ALWAYS be restricted either in a crate or a small pen. Whatever your Vet sees or doesn't see, the dog cannot use her back legs and should not be moving around anymore than is absolutely necessary: she needs to rest. Crate rest is usually the very first recommendation. She should go out to pee and poop on a leash, and then come in, and she should not, in my opinion, be allowed to drag anything anywhere: use a sheet or towel and help her out. If you don't understand, pass the towel under her back belly in front of the back legs and lift her up. Dragging is going to damage her feet and nails.
