Ok! So far your clues are the only ones I can't find a reason to say that  you are is definitely not our secret pawtner.
 
Clue #1:   You live in a state that I have never visited (but would like to visit someday). 
                Who wouldn't want to vist Oregon? 
 
Clue #2:   You live in a different time zone than I do.
                You are in the Eastern time zone I am Pacific
 
Clue #3:   You have a dogster page.
                Actually Bubba and Penny have dogster pages
 
Clue #4:   Your state has a lottery similar my state.  Maybe you will see a lottery ticket in your SP package.
                If you have MegaMillions or Powerball we do. I didn't check.
 
Clue # 5:   You have posted to SP.
                 I've posted several times.
 
You probably not our  pawtner but I had to guess some time
