This "dangling tags cause hearing problems" thing went around a few years ago, if I recall. We all seemed to agree that if all of the barking didn't cause deafness, little jingly tags certainly weren't going to do it!

Merlin is 10 years old and just now getting hard of hearing. He has worn dangling tags on his collar his whole life. And he shakes his drooly face a lot!  

So, no, I don't believe dangling tags damage hearing in dogs.
