I would suggest using something soothing and oily on your dogs nose--maybe  
Vaseline, or Olive oil.  Be careful of moisturizers made for humans--they  
might cause an unwanted reaction.  Any good vegetable oil should  work.  It is not 
natural for a dog's nose to be that dry and  scaly. Sounds like it is 
chapped, wind-burned, frost-nipped, or something  like that.
