Kacy,

Based on the pics, Ru's bump looks like an interdigital cyst.  While they
are not particularly dangerous, they are uncomfortable and can become
infected, especially with the licking.  I would take him to the vet - they
may lance it or just give him antibiotics.  They usually go away with
treatment.  In the meantime, since it is the weekend, you can try to prevent
him from licking it by putting tea tree oil on and around it.  Most dogs
hate the smell of tea tree oil and it is unpleasant in taste also.
