If you want the fix to be long term then yes you have to keep him crated and
quiet if that is what the Orthopedic surgeon tells you to do. Ten weeks is
not a long time compared to the total lifetime of the dog, altho both you
and he may think it is an eternity. The only exercises you should do are the
ones the surgeon tells you to do. Trying to rehab him faster or  doing
things suggested by other people is just not a good idea. I have seen this
happen and the leg does not heal correctly and then everyone is miserable,
including the dog.
If Toby were a child you would follow the doctor's orders to the nth.
Consider Toby your child.
