I would highly recommend getting a referral to a specialist (or 2)
before proceeding with any procedures, especially something as drastic
as an amputation of the leg.  

When one of my older guys (Duke) developed a hideous cough that lasted
for months, the vet (who I still go to and have every confidence in),
said there wasn't anything else to do and the prognosis was not good due
to Duke's breathing issues.  I asked for a referral which he was very
happy to give.  I ended up driving several hours to get to a specialist
but it was worth it.  We found a new medication that worked wonders on
Duke's cough and it worked until the day he died (several years later I
might add).  

Please consider getting at least an initial consultation with a
specialist before going ahead with any surgery on your Basset.  If your
vet won't give you a referral or tries to talk you out of seeing one, it
is time to look for a new vet.
