Try hemorrhoid cleansing pads.  They work great on Jill the Bagel for
hot spots, insect bites and smelly patches.  It dries instantly so
there is nothing to lick and even if they do the contents are harmless
even to sensitive bassets.   The pads contain witch hazel to clean out
the gunk in a soothing manner and also contain aloe to draw out any
heat.  I suspect she had on a wet collar for too long(?).
