Aw, poor Fred.   You will have to be very vigilant because these
little buggers can get those collars off even when the vet says they
can't.  Everyone of our dogs did. . .In fact, we recently went through
this with our daughter's rescue Baxter.

Please, watch Fred closely.  Because of the collar he  can now get
stuck in spaces he has previously navigated safely.  If possible he
should be supervised 24/7 while he has the collar on and if you are
able to make that commitment housebreaking should continue.  He can do
his business with a collar--it's on the other end after all!  Just be
patient. . .

And snowy weather is no excuse to discontinue housebreaking.  Maybe
Fred can use his collar like a front loader and score with the local
snow ball teams!
