Carmen,  Kevin looks so sweet!
The cough might just be from having been intubated.  The method of neuter is 
one I have seen most times in my rescue life.  The scrotal ablasion is more 
lengthy in surgery and also recovery,  but really, with bassets, they have 
such, uh...large change purses when it is over,  I think the scrotal 
ablasion is best,  in most cases.
We are sending drool for him and I hope he will mesh into your family 
easily.
