[Dailydrool] Do Citronella collars work to aid nuisance barking?

I have two very quiet Bassets.  Now, I have a little guy (big actually.....35# at 7 months) who is new to our home.  He is a constant barker/howler.  Since we live in the suburbs I need a way to help him curb the need to be so vocal.  I am wondering if Citronella collars are effective?  Thanks for any advice.
