IMHO, your mother is out of line insisting on having her dog buried in the resting place you designed and created for Popeye. It is YOUR yard and YOUR dog and YOUR memorial to POPEYE. Don't let her make you feel guilty (some people are really good at that). She can do for her dog what you have done for yours. What you created is very personal and very special for a very special furbaby of yours. It is a place you can go to remember the good times and reflect upon your lives together. 
 
Perhaps you could offer to help her choose a place and plan a memorial for her dog when the time comes. Explain that it would be personalized for Mitzi based on Mitzi's personality.
