I think what you need to do is make getting home more exciting than the
attention he gets by flat-basseting.
I would suggest "jackpotting".

However you get him home, when he gets home, he receives something extremely
good and exciting. First of all, even if you have to drag him every bloody
inch of the way, sweating and swearing with people honking and picking up
their cell phones to call the ASPCA, when you hit the front door he is THE
WORLD'S BEST DOG. Make a HUGE HUGE fuss oh what a wonderful boy what a dog
oh you are my best boy what a wonderful boy oh yes you are etc etc etc and
AS YOU PRAISE HIM, stuff him with gobs of food--buy McD's ahead of time and
feed him that(leave it by the door or outside on the windowsill)--you want
him to associate getting home with something absolutely
*******FABULOUS******

Remember-- the "Jackpot" he gets at the front door is fabulous. Not just his
regular treats. Something he is allowed to have at NO OTHER TIME, EVER.
This may take awhile-- like a week or even longer-- before he learns that
every time he gets home he is seriously rewarded.

You cannot get him home, hand him a dry treat and walk away, you have to
make a big fuss and you have to hand feed him (it has to come f rom you)
pieces, chunks, of chicken, steak, McDonald's, Burger King, whatever. If he
gains weight cut back on his daily food, not on the treat. When he stops
Flat Basseting you can begin varying the jackpot a little bit but he should
always be able to count on getting something special, even if it is a hot
dog, at the end of a walk. The key here is the END of the walk. Don't carry
the treat and tease him with it on the way home. You want home to be the
ultimate goal.

And remember, in the beginning, even if you have to drag him home, ignore
that and love him up, and praise him, and reward him. He is the world's best
flat basset.

Try it. You have nothng to lose and everything to gain.
