I concur with Bev--flews get itchy during hot weather, especially with
all the biting insects that prey on our pups "wetter" areas.  Jill the
Bagel also drags her bottom, despite her anal glands being drained AND
heatlhy because gnats and mosquitoes love her bottom. We find giving
Jill "nuggies" i.e.fairly forceful rubs on her flews greatly relieve
her.
