I have to agree with Esther, keeping them inside would solve the issue.  
It seems that when she is left alone she has an anxiety attack which 
causes her to do anything to get out.  Keeping her in a Crate  would 
give her a secure place where she can't get hurt.  Another option, if 
you could do it and if you have a good one around, is doggie daycare.  
They usually give a discount for multiple dogs and also weekly rates.
