Well, in my township, there is a noise ordinance and not just for barking doggies.  I would check into that first.  I had two LOUD bassets, now down to one...when the barking gets too much for even me, I bring 'em in.  I've never left my babies out in the yard alone, even though it's fenced (I'm just one of those paranoid people!) My neighbors on one side don't mind the barking, and the ones on the other side know better than to say anything--we've put up with their precious son's drinking parties, loud music and louder mufflers!!!  I never complained about that so I think that lended to co-existence.  Good luck.
