This is a tough one. First thing you might want to do is find out if there in any local ordinace in your area that covers your walking the dog. I would think that it is likely that walking the dog in public areas like sidewalks or the street is not prohibited unless you are not picking up after your dogs. But even knowing that you still don't want to start a fued in the neighborhood. You might want to see if you could send letters to the neighbors and say you really don't want to offend anyone, and ask if there is a time of day, they would not object to your walking your dog. Maybe is you explain your situation and desire to be a good neighbor, they may give you some slack. You could advise them of the town ordinances that goven this but be sincere in your desire to be a good neighbor and be mindful of their needs. Maybe by approaching it in a positive way with your neighbors in a letter, they will be consider of you as a neighbor and your right to peaceful enjoyment
of the neighborhood you decided to live in. They have a right to peaceful enjoyment of their imediate property but to not own the public access areas like sidewalks or the street. So you have just as much right to peaceful enjoyment of the public access area. I just find that when dealing with difficult people going on the postive is a better way to gain their cooperation.
