House paint is usually latex (water based). Doggie shampoo or
dishwashing detergent and warm water with a wet brush might do it. Lots
of soap.  The longer it dries the more permanent it becomes so I would
do it soonest. 

Kitchen and bathroom paint is enamel (oil based) and you don't want to
turpentine the dog. Learn to live with it?? Or brush her out often &
hope the paint (and hair it's attached to) will come out eventually.
