They sell rolls of shrink wrap at craft stores...it is kind of pricey. 
Individual gift bag shrink wrap is usually available at our local dollar 
store....good if you just have one! The prettiest and least costly way I've 
found when making BoardWaddle prize baskets is to use tulle. A long departed 
volunteer taught me that one. Wrap the basket up in the sheer netting, tie 
with a rubber band covered by a ribbon...make a poof.
