[Dailydrool] Potty Problems

Hi! I posted this on the boards, but wanted to get a few more opinions.  Last time i posted a question everyone was so helpfull!  We have a 5 month old hound named Mudge. We've had him for about 5 weeks.  I know hounds are supposed to be hard to housebreak and he is proving to be true to form.
He knows that he is supposed to pee outside.  When you take him out, he immediately pees. Sometimes poos, but always pees.  He does fine in a kennel for about 5 hours a day without going potty in it.  No matter how often we take him out (about every 20 minutes when he is awake), he still pees and poos in the house.  For instance, Hubby took him out last night....he peed.  As soon as he came back in, he peed again inside the house. Twice.  And pood.  My husband is starting to get mad.  I explained that hounds take longer to train, but he truly believes that all dogs have the physical ability to be housetrained by this age. And it's not like Mudge doesn't understand that's why he's going outside.
So far, he doesn't seem to have a pattern of when he goes poo (ie after meals, first thing in morning, before bed).  It's very random.  I pull up his water dish during the day to regulate how much water he drinks. (he'll drink an entire bowl at a time just because it's there).  He pees more when he is excited, which i know is normal.  But the thing is, once he starts getting excited, i will take him out, he'll pee, and then come right back in and pee again!  
To top it off, he doesn't like to be outside when it is wet.  At this time of the year, it's going to be frosty/dewy every morning.  You have to physically pick him up and put him in the grass.  He will pee and then run to the door.  If you think he needs to poo, you have to go get him, put him back in the damp grass.  Repeat as nessesary until desired result is reached ;)
Hubby thinks he should be in the kennel at all times unless he is right next to one of us.  I don't know if that will help or not.  He still cries constantly in the kennel if one of us is home.  
I know something that will help would be more exercise outside.  The dog park (which he loves) is a big swampy muddy mess right now because of all of the rain.  He's not a huge fan of walks because of the damp grass.
I'm at my wits end!  I love him so much and i just don't know what to do!  
The part that frustrates me the most is that i know he knows he's supposed to potty outside since he goes immediately when he goes out.  Why does he keep doing it inside the house even tho we take him out every 20 minutes or so?
